新健保法規 小企業受益

因很多華裔小企業主尚不明白新健保法案，聯邦中小企業管理署(U.S. Small Business Administration)經濟發展專員郭曼麗13日在法拉盛舉辦「可負擔健保：小企業主要法規」講座，內容包括健保法規講解、小企業的行銷策略等，吸引了多位華裔商業主參加。
郭曼麗介紹，可負擔健保將幫助小企業降低保費成本的增長，獲得高質量可負擔的醫療保險。可負擔健保對小企業主已經生效的規定包括：小型企業稅務優惠，專門針對雇用低收入和中等收入員工，小型企業為員工買醫療保險的費用可以抵免稅收；福利和保險範圍概要公開規則要求雇主必須為員工提供福利和保險範圍概要，解釋他們的健保計畫包括什麼價格；從2013年1月1日起，對於年收入逾20萬元的單身員工以及逾25萬元的已婚聯合報稅員工，雇主有義務預扣繳額外的稅；納稅人調整後的總收入單身者超過20萬元、已婚者超過25萬元「淨投資收益」徵收3.8%的稅。
將於2014年生效的規定包括：通過有競爭性的健保市場，個人和小企業的醫療保險從2013年10月1日開始登記購買，2014年1月1日生效；合資格享受醫療保險的個人將不必等待超過90天開始生效；使用工作場所健康計畫的最大雇主獎勵將從20%提高到健康保險費用的30%，減少菸草使用的獎勵將高達50%。從2015年開始，雇主必須向國稅局提供有關全職員工的醫療保險計畫及費用。讓員工自行投保的雇主，必須提供每位員工健康保險的報告。

小企業購買新健保可獲稅收抵免
【大紀元2013年12月16日訊】（大紀元記者王依瀾紐約報導）奧巴馬健保正式實施日期漸進，而很多小企業主仍對此不甚明瞭。針對此種情況，聯邦中小企業管理署(US Small Business Administration)經濟發展專員郭曼麗於12月13日在法拉盛舉辦小企業的健保法規講座。
該講座講述了可負擔健保可幫助小企業通過降低保費成本的增長，增加獲得高質量可負擔的醫療保險。郭曼麗介紹，小企業的稅收抵免可幫助小型企業為其員工購買醫療保險。少於25個相當於全職員工的企業，支付的平均年薪低於5萬美元，替員工付健保50%以上者可能有資格獲得小企業高達35%的稅收抵免，以幫助抵消保險費用。2014年，該稅收抵免將提高到50%，給參與小型企業健康選擇程式（New York's Small Business Health Options Program，簡稱SHOP）的小企業。郭曼麗介紹，很多人以為25小時算一個員工，其實應該按每星期30個小時算一個員工。
郭曼麗介紹，所有個人，如果你是個體戶，記得趕快買保險，12月23日以前買，明年1月1日生效，若不買會被罰款。從2015年起，有50個以上全職、或相當於全職員工的僱主，若不給全職僱員提供可負擔醫療保險，並且在其全職員工中有一個符合購買保險保費的稅收抵免，將要被罰款。從2015年開始，僱主必須向國稅局提供有關全職員工的醫療保險計畫及費用，若員工自行投保，僱主需提供每位員工健康保險的報告。
